ご指摘ありがとうございました。IEとFirefoxにcacheが残っていました。問題は解決しました。
IEとFirefoxのCache clearをしていませんでした。

サーバ上のファイルをサファリ、クロームで見てOKということは、「ローカルで更新はできていて
かつFTPでのアップも問題なくできている」わけですね。
月並みで恐縮ですが、IEとFirefoxでブラウザキャッシュが残っている可能性はないでしょうか？
